    16mm and 35mm Feature and Non-feature films certified by the Central Board of Film Certification between 1st September of the immediately preceding year and 31st August of the year in which Panorama Films are being selected are eligible for entry (From 1st September 1998 – 31st August, 1999).

    Entry Forms and Regulations are available with the film industry organisations, offices of the Central Board of Film Certification, National Film Development Corporation, State Film Development Corporation, Department of Information, Public Relations of State Governments.

INFORMATION AND FACILITATION COUNTER OF DEPARTMENT OF COMPANY AFFAIRS NOW OPERATIONAL
    The computerised Information and Facilitation Centre of the Department of Company Affairs, set up at Shastri Bhavan, Ground Floor, Dr. Rajendra Prasad Road, New Delhi, has become fully operational. It renders assistance to the general public for obtaining information regarding schemes, procedures, forms, applications and status of the individual complaint. Besides, information relating to investors’ grievances, status of loan and investment applications, managerial remuneration applications, appointment of auditors, miscellaneous applications being dealt with by the Department of Company Affairs, complaints filed before Company Law Board (CLB) under Section 58(A) of the Companies Act, 1956, are made available at the Facilitation Counter during office hours on all working days.

    Individuals who wish to hand over any grievance, complaint or any other application on any matter relating to the Department of Company Affairs, personally may do so at this Facilitation Counter during 2 to 4.00 p.m. on all working days and obtain computerised acknowledgement receipt in respects of such applications for future reference.

    Free pamphlets and priced publications of the Department can also be had from the Facilitation Counter.

G.T. EXPRESS ACCIDENT DUE TO FAILURE OF RAILWAY STAFF
    The provisional findings have revealed that the train accident involving G.T.Express near Mathura on July 16, this year, occurred due to "failure of Railway Staff". These findings were made in the Preliminary Report of the Commissioner of Railway Safety, Central Circle, Mumbai, Shri Sharat Chandra Gupta, who held the statutory inquiry into the accident. Shri Gupta had also made a few immediate recommendations to improve element of safety in train operations. These findings and immediate recommendations are under the consideration by Central Government.

    The accident occurred when 2615 Dn Chennai-New Delhi G.T.Express collided with derailed wagons of an Up Goods Train at about 02.14 hours on July 16,1999 between Farah and Bad Stations of Agra-Mathura Section in Jhansi Division of Central Railway. As a result of this accident, 21 passengers were killed, 63 passengers were grievously injured and 89 passengers suffered simple injuries.

IRCON BAGS SIXTH ROAD CONTRACT IN BANGLADESH

    IRCON International Ltd., a public sector undertaking under the Ministry of Railways ,has bagged Sixth Road contract in Bangladesh. The Managing Director, IRCON, Shri Arun Prasad today signed the contract at Dhaka.

    Under this Rs.36 crore project the road improvement work from Sylhet Town to Haripur in North East Bengladesh will be taken up. The Project will be funded by Kuwait Fund for Economic Development. The contract was won through stiff international bidding.

PRESIDENT, PM GREET PEOPLE ON ONAM
    The President, Shri K. R. Narayanan and the Prime Minister Shri Atal Bihari Vajpayee have greeted the people on the joyous occasion of Onam.

    The President in his message on the occasion has said:-

    "On the joyous festival of Onam, I extend my heartiest greetings to all my brothers and sisters who hail from Kerala.

    May this auspicious festival bring happiness, peace and prosperity to all our people".

STATES TO EVOLVE A MODEL PLAN FOR FRUs
    The two-day National Workshop on "Operationalisation of First Referral Units" concluded here today. The Workshop called upon the States to evolve a model plan broadening the emergency services in the FRUs to plug the loopholes in their present functioning.

    It has been decided that the State Health functionaries should prepare an Action Plan within the specific time frame to maximise the number of services rendered to the expectant mothers through the FRUs.

    The necessary infrastructure facilities should be added to make the comprehensive emergency obstetric care at the FRUs a reality.

    The States will select suitable health facilities in each district based solely on feasibility of making all nine services including new born care, blood storage units, treatment of diarrhoea and acute respiratory infections in children available regardless of number and level.

    The Workshop was attended by senior Health officials of Centre, States, Union Territories and UNICEF officials.

HINDI TO GET ITS RIGHTFUL PLACE AS ENVISAGED IN THE CONSTITUTION
    Official Language Department will go all out for giving Hindi its rightful place in the country as envisaged in the Constitution. This was stated by Shri Ashok Kumar, Secretary, Department of Official Language while inaugurating a two day Seminar on "IT Solutions for Rajbhasha" here today. This Seminar comes in the wake of the Golden Jubilee celebrations of Hindi as the Rajbhasha of Bharatvarsh.

    Highlighting the commitment of the Department to promote Hindi on various fronts, Shri Ashok Kumar said that this Seminar in association with C-DAC is another effort to create awareness for Rajbhasha computing in the country. In this Seminar C-DAC will be providing extensive information on various solutions based on GIST Technology including Hindi training packages and Hindi translation package designed for Rajbhasha Vibhag by C-DAC, mentioned the Secretary.

    The Secretary further said "Rajbhasha Vibhag has been associated with various activities through which use of Hindi can be promoted in the day to day activities of the Ministries, Departments, Nationalised Banks, government Undertakings. These activities include free training for use of Hindi on computers, Seminars and Exhibitions related to Hindi and Computers. Rajbhasha Vibhag has also designed some multimedia films such as Nai Subeh Ki Or, Computer Ki Vani and Nai Manzil Ki Nai Rah to promote the use of Hindi".

    He also called upon the various Departments including Nationalised Banks and Government Undertakings to take up in the right earnest the promotion of Hindi as the link language in the country in the Golden Jubilee year of the Official Language. He emphasised that unless the efforts are made to make the use of Hindi in simple terminology it can not become a common man’s language. Our efforts should be to make Hindi the Official Language of the teeming millions and not of selected intellectuals, said Shri Kumar.

    Mr. R.K. Arora, Executive Director, C-DAC, said in his welcome address that, "DOL has taken a number of initiatives to promote Rajbhasha computing and set the trend for developments in the area. If Information Technology has to penetrate to the grass root level, reaching its benefits to millions of people in our country, we need to provide such Rajbhasha tools to enable people to use computers for a range of popular applications for their day to day uses".

    "C-DAC has taken this as a mission to develop technologies for applications suitable to the usage by the masses. Organizing such seminars will provide the necessary impetus to these developments as to address the evolving needs of users giving a new dimension to C-DAC’s effort of popularizing Information Technology in Indian Languages", he added in his welcome address.

    This Seminar is organised by Department of Official Language, Ministry of Home Affairs in association with Centre for Development of Advanced Computing (C-DAC). The main purpose of this Seminar is to give an overview of the technology available for implementing various important office applications in the Rajbhasha.
