CHANGE OF NAME BY COMPANIES MADE DIFFICULT
    The Registrars of Companies (ROCs) will allow change of name to companies to reflect the business of software only if a substantial portion of their income is reflected in their audited accounts or accounts certified by a Charted Accountant is derived from software business. If this is not proved then such change of name would not be allowed.

    This follows the decision of the Government that investors are not misled by the strategy adopted by a few companies whose principal object was not computer software and who had actually been involved in financing activities. Such companies have changed their names to indicate as if they were in the business of computer software. For this purpose, such companies have included words like "Infosys, Software, Systems, Info-system, Computers, Cyber, Cyberspare, etc." in their names only to dupe the gullible investors.

GORAKHPUR-DELHI EXPRESS ACCIDENT DUE TO STAFF FAILURE
    The collision between 4047 UP Gorakhpur-Delhi Express and a standing goods train occurred on morning hours of July 8, 1999 has been classified under ‘failure of the railway staff’. According to the provisional findings of the statutory inquiry made by the Commissioner of Railway Safety, Northern Circle, New Delhi, the collision occurred due to reception of 4047 UP Express on a line already occupied by the standing goods train.

    The accident ocurred at Chanehti station on Moradabad-Lucknow non electrified double line broad gauge section of Moradabad Division of Northern Railway. In the accident one railway employee was killed and one suffered grievous injury.

FIIA SET UP IN THE INDUSTRY MINISTRY
    With a view to facilitating quick translation of FDI approvals and implementation, a Foreign Investment Implementation Authority (FIIA) has been set up in the Industry Ministry. The Authority will provide pro-active one stop after care service to foreign investors by helping them obtain necessary approvals, sort out operational problems and meet with various Government agencies to find solution to problems and maximise opportunities through a partnership approach. The authority has been set up in pursuance of the announcement in the Union Budget Speech for 1999-2000.

    Besides acting as single point interface between investor and the Government agencies, including Administrative Ministries/State Governments/Pollution Control Board/DGFT/Regulatory Authorities etc., the Authority will resolve difference in perceptions and initiate multi agency consultations. It will also make recommendations from time to time on any issue relating to speedy implementation of FDI approvals and provide transparency in Government functioning with respect to FDI projects.

    FIIA will set up a Fast Track Committee (FTC) to review and monitor mega projects. At the working level, FTC will have representatives of various ministries, agencies and state governments. The representative of the Administrative Ministry concerned will be the project coordinator and head of FTC. The Committee will prescribe a time frame within which various approvals/permissions are to be given on a project to project basis. FTC will also flag issues that need to be resolved by FIIA. Based on the inputs provided by the FTC, the FIIA will give its recommendations on each project on the basis of which Administrative Ministries/State Governments will take action within their own laws and regulations.

    FIIA will also liaise with the Ministry of External Affairs for keeping India’s diplomatic missions informed about translation of FDI approvals into actual investment and implementation. The Authority will also meet once every month to review cases involving investment of Rs.100 crore or more, consider references received from the FTC, and monitor the functioning of various FTCs. Regardless of the quantum of investment, complaints from FDI approval holders regarding implementation bottlenecks will also be entertained. The Authority, which is expected to enhance overall credibility, will also review policy framework besides understanding and addressing the concerns of investors as well as approving authorities. Matters not resolved at the FIIA level will be referred to higher levels on a quarterly basis, including cases of slippage on account of implementation bottlenecks.

    The Secretariat of Industrial Assistance (SIA) in the Department of Industrial Policy & Promotion shall function as the Secretariat of FIIA.

    The Union Public Service Commission will hold a competitive Examination for recruitment to the posts of Geologist (Junior), Group ‘A; and Assistant Geologist, Group ‘B’ in the Geological Survey of India and Jr. Hydrogeologist (Scientist ‘B’), Group ‘A’ and Assistant Hydrogeologist, ‘B’ in the Central Ground Water Board commencing on 12th December, 1999 at selected centres in India.

    Last date for receipt of applications is 6th September, 1999. In the case of applications received by post from the candidates residing in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Jammu & Kashmir, Lahaul and Spiti District and Pangi Sub-Division of Chamba District of Himachal Pradesh, Andaman and Nicoar Islands or Lakshadweep and for candidates residing abroad, the last date for receipt of applications is 13th September, 1999.

    Candidates may note that they should not apply to Union Public Service Commission for application form etc. of this examination. C.P.O. CONTRIBUTES RS.6.5 CRORES IN N.D.F. POLICEMEN’S CONTRIBUTION TOUCHESRS.20 CRORES
    Heads of the Central Para-Military Forces in the presence of Shri L.K. Advani, Union Home Minister gave a cheque of Rs.6.5 crores to the Hon’ble Prime Minister, Shri Atal Behari Vajpayee for the National Defence Fund as a mark of solidarity with the Kargil Martyrs, here today.

    So far, policemen all over the country have contributed one day’s salary to the National Defence Fund amounting to a total contribution of over Rs.20 crores. Of this, Rs.14 crores has been contributed by policemen in the various States who have given these funds to the respective State Chief Ministers.

MAJOR OIL FIND NEAR BARMER IN RAJASTHAN
    Oil has been struck at a depth of around 1900 metres in Sandstone reservoir in a new area called Sanchor Basin near Barmer in Rajasthan on Sunday. The well flowed crude oil at the rate of 2000 barrels per day. The crude is light oil with API of 35 degrees. This discovery is of great significance on two counts. It is the first find by a private international oil company in India under the system of offer of blocks that the Government of India has followed for over 20 years. Moreover, it is a discovery in a new area called Sanchor Basin near Barmer which would add to the attractiveness of the entire basin in Rajasthan and Gujarat for further exploration.
 

    Government of India have entered into a production sharing contract with the consortium of Shell India Production Development (SIPD) BV and Cairn Energy Limited for the block RJ-ON-90/1, most of which is located in Rajasthan with some part falling in Gujarat. The consortium has drilled two wells in the block and in the second well, GUDA-2, which has struck oil. The drilling of this well had started on May 22 this year and after reaching a depth of 2910 metres on8th July, the well kicked with the influx being mainly oil. During the well kick the operator had recovered 68 barrels of oil from open hole.
 

    The production-sharing contract was signed with Shell India Production BV in the year 1995. SIPD completed the phase-I of the work programme involving gravity, magnetic and seismic survey and entered into phase-II from 15 November 1997. Thereafter, they brought in Cairn Energy as a consortium partner through assignment of 27.5 per cent of the participating interest. The consortium drilled the first well GUDA-I upto a depth of 2573 metres towards the committed work programme of phase-II. In that well the side wall core sample confirmed presence of oil at 1879 metres.

    Smt. Shailaja Chandra, 1966 batch, IAS of UT Cadre, has taken over today as Secretary, Indian Systems of Medicine and Homoeopathy, Ministry of Health and Family Welfare. She succeeds Smt. Shanta Shastry who goes as a Member, Central Administrative Tribunal (CAT), New Delhi. Smt. Shailaja Chandra was earlier a Member, Sales Tax Tribunal in the Government of NCT, Delhi.

THE TRIFED IS ON INTERNET NOW
    The Tribal Co-operative Marketing Development Federation of India Ltd. (TRIFED), a national level apex body responsible for ensuring remunerative prices for minor forest and agricultural produce of country's tribal population and to protect them from exploitation by private traders, is on Internet now. The Website was inaugurated by Mrs. Asha Das, Secretary, Ministry of Social Justice & Empowerment today. The Website www.trifed.net houses information on Federation's whole gamut of activities. The newly launched Website has five sections. The first section gives information on TRIFED, its' operations and performance besides listing out the names of tribes. The second section informs about the productline of TRIFED. The third section relates to the range of items available at countrywide chain of shopping outlets run by TRIFED under the nomenclature TRIBES. The fourth section aims at generating a network of members interested in non-timber forest products and tribal welfare activities. Fifth and the last section of Website relates to business opportunities available with TRIFED.

    Speaking on the occasion, Mrs. Asha Das said that by launching the Website TRIFED has taken a very innovative and progressive initiative to bridge the hiatus between technology based information and weaker sections of society. This will help promote better understanding of the colourful tribal community and its contribution by the rest of the world. Earlier welcoming the audience, Mr. N. Ramji, Managing Director, TRIFED expressed the hope that through this Website the tribals who are ignorant about the power of information, would be able to share the fruits of advancement in technology. The available data would also be of immense use in taking more effective business decisions, he added.

MANGOLIAN AMBASSADOR CALLS ON LAW MINISTER
    The Ambassador of Mangolia H.E. Nyamdavaa called on the Union Law, Justice and Company Affairs Minister Shri Ram Jethmalani here today and discussed with him matters of mutual interest especially expediting three pending agreements between India and Mangolia. These agreements relate to extradition treaty, judicial cooperation in civil matters and mutual legal assistance in criminal matters. The urgency has arisen in view of the proposed official visit of an Indian delegation led by the Vice-President Shri Krishan Kant to Mangolia from August 25 to 29,1999, which is intended to cement political, cultural and spiritual ties between the two countries.

    Mr. Nyamdavaa invited Indian Law Minister to visit Mangolia in view of not only these pending agreements between the two countries but the Minister’s special concern with legal matters and Budhism in Mangolia, which is a prevailing religion there.

    The meeting held in a cordial atmosphere lasted 45 minutes.

    India and Mangolia enjoy a very cordial relations.

GOVERNMENT COMMITTED TO STRENGTHEN SMALL SCALE AND RURAL INDUSTRIES: FM
    The Finance Minister, Shri Yashwant Sinha called upon the small scale industries to help build a "Parishrami Bharat". He said, the Government has been giving full attention to the development of small scale industries and rural industrial sector. He said that the Budget 1999-2000, specifically spelt out special packages for small scale industries and enhancement of funds under Rural Industrial Development Fund. Shri Sinha was inaugurating a website of Laghu Udyog Bharat in New Delhi today.

    Describing information as power, the Finance Minister said the small scale industries have to use the information, particularly of domestic and international market movements to articulate future policies and programmes. Shri Yashwant Sinha also suggested that the small scale industries should integrate with international market forces and develop competitive edge.
