HOME SECRETARY ASKS THE STATE GOVERNMENTS AND UNION TERRITORY ADMINISTRATIONS TO DIVISE REGIONAL STRATEGIES TO COMBAT TERRORIST AND DISRUPTIVE FORCES
    The Union Home Secretary, Shri Kamal Pande has asked the State Governments and Union Territory Administrations to devise regional strategies to combat and neutralize separatist, fissiparous and fundamentalist forces trying to unleash violence and discontent in different parts of the country.

    In a letter addressed to the State Chief Secretaries/Administrators of Union Territories, Shri Kamal Pande has pointed out that after our success in evicting the Pakistani regulars and infiltrators from the entire Kargil sector, Pak ISI supported militants may intensify their activities by attacking soft targets within our country. The recent incidents of militant attacks in Jammu and Kashmir provide enough indications in this direction. Pak ISI’s linkages with fundamentalist and insurgent/terrorist groups are well known. Shri Pande, has, therefore, advised the State Governments/UT Administrations to be extra careful in ensuring that no communal flare up or any other untoward incident takes place in any part of the country.

    Shri Kamal Pande has also emphasised the need for modernising the State Police Forces. He has suggested that the selected areas in this regard could be enhancing the mobility of the State Police Forces and their strike capability, besides creating a modern communication network. Further, Shri Pande has highlighted the need for revamping the intelligence gathering machinery and the sharing of intelligence between the Centre and the States. He has also made some suggestions in regard to institutionalising a channel of communication between the Centre and the States on matters which have a bearing on the internal security of the country.
