GOVERNMENT FOR ACTIVE PARTICIPATION OF PUBLIC IN THE AWARD SCHEME
    The Government have called for the active participation of people in the "Award Scheme for Central Government employees as well as members of the Public", which was revised last year. The scheme has two components, viz., award for suggestions from employees and high performance award to employees.

    The new scheme has invited the Central Government employees as well as members of the public to come up with suggestions that save money, for example by cutting down on manpower and material. Even ideas which do not directly reduce costs but increase efficiency could earn upto Rs.10,000. Any suggestion which improves customer satisfaction could also compete for an award. The scope of the second component was subsequently changed to include all Central Government employees below the rank of Joint Secretary to the Government of India. The successful implementation of the award scheme would depend on the enthusiastic participation of the public.

    Unlike the 1964 scheme, not just good suggestions but extraordinary performance by a government employees too can get an award. Each Ministry will have to specify their own benchmarks, and "operational staff" who perform significantly better could be eligible. The new scheme was worked out after the 1996 Conference of Chief Secretaries of States which discussed ways of making government departments more "people-oriented".

    Bringing more efficiency in office procedures – cutting down on paper work and travel, for instance – could also win an award of Rs.10,000. Anything which saves the Government money could earn the person who gives the idea 10 per cent of the saved amount upto a maximum of Rs. One lakh. However, to the extent the departmental committee determines the suggestion prima facie as productive of savings, an immediate award for the suggestion can be given upto Rs.10,000/- and subsequent award upto Rs.1 lakh (i.e. advance award and final award together) can be considered after the savings are actually realised. In case of other suggestions accepted, an amount upto Rs.10,000/- per suggestion would be given. In case of outstanding performance, an amount upto Rs.10,000/- per employee would be given.

    A Departmental Committee had been constituted in Ministries and Departments for scrutinising and rewarding suggestions. Such Committees are being headed by the Officers not below the rank of Joint Secretaries.

    For evaluating the customer satisfaction, mechanism to obtain views of the consumer organisations/citizen associations, users of the services through short questionnaires, exit polls or surveys, hiring voluntary agencies for assessing/rating the services etc. should be considered.

The suggestions received upto June and the names of employees showing outstanding performance will be considered by the departmental committee. These will be processed and decisions thereon should be taken during July-September every year.

    The Administrative Reforms department will then make a final selection, and release the money for the awards which will be presented at a "well-publicised function" between January and March.

    A suitable budget provision has been made at a centralised level in the non-plan budget of the Department of Administrative Reforms and Public Grievances. The Secretary, Ministry of Personnel, Public Grievances & Pensions will arbitrate in case any grievance is raised regarding an award.

NITISH KUMAR TO LAY FOUNDATION STONE OF NEW RAIPUR DIVISION
    The Railway and Surface Transport Minister Shri Nitish Kumar will lay the foundation stone of the New Railway Division tomorrow in a function held at Raipur in Madhya Pradesh. The division will be carved out - of existing vast Bilaspur Division. It will be consist of Bilaspur-Durg, Durg-Dallirajhara, Raipur-Dhamtri, Abhanpur-Rajim, Urkura-Raipur B.H.-Raipur Jn.-Sarona section of Bilaspur Division. The new Dallirajhara-Jagdalpur line which is under construction will also come under the Division.

    The new Division Office will solve the problems of the people of this area bringing administration closer to them. Since this area is rich in the mineral wealth like coal, iron, steel and other minerals, the division will go a long way in further development of the area.
