The United Libertion
Front of Asom (ULFA), National Democratic Front of Boroland (BDFB)
and Kamtapuri Liberation Organization (KLO) have been carrying
out terrorist activities in the North-Eastern Region particularly
in Assam and West Bengal border.
The Government is
also aware about the existence of camps of ULFA, NDFB and KLO
IN Bhutan territory, which are being used by them as safe havens,
and for training purposes and launching of operations against
Indian civilians and security forces.
The matter regarding
removal of camps of Indian insurgents groups from Bhutan territory
has been taken up from time to time with the Royal Government
of Bhutan (RGOB). The RGOB have assured that they will not allow
these elements to use their territory for activities prejudicial
to the interests of India.
There are reports
that the militant outfits have indulged in extortion activities
from owners of the Tea Gardens. The Government has taken various
steps to control the terrorist activities in Assam. These include,
inter alia, deployment of para-military Forces and Army in the
State, coordinated action by Army, Para Military Forces and State
Police for counter insurgency operations, declaration of insurgent
groups as unlawful association under the Unlawful Activities (Prevention)
Act 1967, declaration of the entire State of Assam as "disturbed
area" under the Armed Forces (Special Powers) Act, 1958,
reimbursement of security related expenditure to the State Government
and modernization/upgradation of State police Force. Regular review
of the situation both at state and Central Government level is
being made.
This was stated by
the Minister of State for Home, Shri I.D. Swami in a written reply
in the Lok Sabha today.
