CAPART RELEASES RS. 5 CRORE FOR REHABILITATION IN GUJARAT
COORDINATED EFFORT BY REGIONAL COMMITTEES
Union Minister of Rural Development, Shri M. Venkaiah Naidu has directed Council for Advancement of Peoples Action and Rural Technology (CAPART) to spend Rs.5 crore from its funds to carry out immediate relief and rehabilitation in the rural areas of Gujarat which suffered devastation in the recent earthquake. Inaugurating the Executive Committee meeting of the Council here yesterday, Shri Naidu said that out of this amount Rs.10 lakhs will be spent for providing logistic support like transportation, carriage, facilitating the delivery of services and materials, etc. to the voluntary organization to mount relief operations immediately. All the other eight Regional Committees of CAPART have been directed to get in touch with the Nodal Agency of CAPART at Ahmedabad and coordinate with it the delivery of relief materials to the victims in the affected areas.
The regional committee of CAPART, Ahmedabad headed by Shri Anna Hazare will function as the Nodal Agency for coordinating all relief and rehabilitation activities. A newly formed sub-Committee has been authorized to take on the spot decisions and approve relief projects of an urgent nature after simultaneous appraisal. This Committee is authorized to prepare a package of materials/services to be immediately provided to the victims and take up location specific schemes for water harvesting, fodder cultivation etc. with the objective of restoration of livelihood of the affected people.
The Council will help voluntary organizations to adopt a few villages in the remote areas of Gujarat with the aim of achieving quick and tangible result. Shri Hazare has offered his service in the interior areas of the State for relief and rehabilitation measures.
The one-day meeting of the Executive Committee of CAPART inaugurated by the Rural Development Minister, Shri Venkaiah Naidu was attended by Minister of State, Shri Subhash Maharia and senior officials of the Ministry.

WORKSHED CUM HOUSING SCHEME TO BENEFIT 50,000 EARTHQUAKE AFFECTED PERSONS IN GUJARAT
The workshed cum housing scheme supported by the office of Development Commissioner for Handicrafts is expected to benefit 50,000 earthquake-affected persons in Gujarat. Announcing that the existing schemes for the benefit of Handlooms and Handicrafts workers would be synergised for maximization of benefits in the Earthquake affected areas, Shri Kashiram Rana , Minister of Textiles has stated that Work-shed cum Housing units in 25 worst affected villages are proposed to be constructed for the benefit of workers to sustain their livelihood with the support of DC (Handicrafts).
Besides imparting training for starting the unit during the initial period, the tool kits will also be provided so that economic activities could be started and sustained. About 5000 work- sheds are also proposed to be made available for Handicraft workers in the worst affected areas of Surender Nagar and Kutch. DC (Handicrafts) and DC (Handlooms) would jointly help in the reconstruction efforts. The Office of the Development commissioner for Handicrafts is also working on a Work-shed cum Housing scheme for Ten talukas in Bhuj District having maximum concentration of Handicrafts workers. Out of this 4000 units are proposed to be constructed in rural areas while 1000 units in urban areas. An amount of Rs 5 Crore is proposed to be spent on this scheme.
Moreover the Office of the Development Commissioner for Handicrafts has contributed Rs. 50 lakhs as share capital assistance to Gujarat State Handicraft Development Board to assist the artisans.
'24' SHRI RAM VILAS PASWAN CONTRIBUTES ONE MONTHS SALARY AND RS. 10 LAKHS FOR THE RELIEF WORK IN GUJARAT The Minister of Communications, Shri Ram Vilas Paswan has contributed one months salary towards the relief and rehabilitation work in Gujarat.. In addition, Shri Paswan has also donated Rs. 10 lakhs from his quota of MPs Local Area Development Scheme(MPLADS).

50,000 METRIC TONNES OF ONION RELEASED FOR EXPORT
The government has decided to release with immediate effect 50,000 (fifty thousand) metric tonnes of onion for export. Shri Murasoli Maran, Commerce & Industry Minister, has approved the release of the above quantity for export of onions which will be allocated to canalising agencies with the usual conditions of MEP, payment of refundable deposit etc. The quantity will have to be exported before 31 March, 2001. The canalising agencies mentioned below would be allowed to export the quantity mentioned against their name either directly or through registered exporters:

OMAR ABDULLAH FOR RAISING INDO-SUDAN TRADE TO OVER US $ 100 MILLION
RATIFICATION PROCESS FOR BILATERAL TRADE AGREEMENT TO BE EXPEDITED
While stating that the government plans to expedite the process for ratification of bilateral trade agreement signed last year between India and Sudan, Shri Omar Abdullah, Minister of State for Commerce and Industry, has said that the two countries should strive for expanding bilateral trade to a respectable level of over US $ 100 million by next year from the present level of less than US $ 80 million. Speaking at the inaugural session of the Indo-Sudan Joint Business Council at Khartoum, Sudan last evening, Shri Abdullah said that by utilising the provisions of the trade agreement and developing understanding in different sectors, the economic benefits were bound to flow for both the countries.
The Minister offered India's cooperation and experience for the development of Sudanese economy and infrastructure. India could provide consultancy in telecom, railways, information technology, irrigation & power, petroleum & natural gas, fertilisers, chemicals & pharmaceuticals and infrastructure/construction projects, he said. India, Shri Abdullah said, would be happy to provide training in different fields particularly for the development of small and medium sized industries in Sudan. Sudan on its part could augment export of organic chemicals, cotton, metals and ores, lentils and could make a fresh start in fruits, the Minister said. "We can combine our efforts for setting up of joint ventures in the two countries as well as in third countries for production of commodities for which we together have necessary ingredients", Shri Abdullah said. The Minister said that he was sure that the entrepreneurs of India and Sudan would take advantage of the immense potential that the two countries possessed in various sectors particularly for the purpose of exports of a variety of products.
Referring to Sudan's bid for seeking accession to the WTO, Shri Abdullah said that as India believed in the universal membership of WTO, it would be supportive of Sudan's membership. "We hope that this development will be helpful in expanding Sudan's external trade and consequently its bilateral trade with India . I would like to mention that our joint efforts for broadening economic cooperation would have better chances of success if we take steps to eliminate trade impediments and promote trade facilitation measures. The deliberations between business persons will provide good opportunity to identify such steps and the modalities to implement them", he said.
Welcoming the large scale Indian participation in the ongoing Khartoum International Fair, the Minister hoped that the interaction at the Fair and exposure about India amongst Sudanese business persons would provide the necessary boost to the bilateral trade. The Minister that he was confident that similar participation by the Sudanese side in important Indian fairs such as the India International Trade Fair would strengthen the momentum gathered at the Khartoum Fair. Stating that the meeting would provide ample opportunities for the two sides to get educated about measures which could help in finding new areas for mutual advantage, Shri Abdullah said that he was very optimistic about further strengthening the friendly relations between India and Sudan.

GROWTH OF CORPORATE SECTOR DURING NOVEMBER, 2000During the month of November, 2000, 1998 companies were registered in India under the Companies Act, 1956 as against 2003 companies registered during the corresponding month of the previous year and 1986 companies during the previous month. Of the 1998 companies registered during the month, 1985 companies were limited by shares including one Government company "Orissa State Beverages Corporation Ltd.".
Besides 1985 companies limited by shares, 13 companies were registered as guarantee companies. The total authorised capital of the companies limited by shares put together amounted to Rs.687 crores. 1985 companies, limited by shares, registered during the month consist of 160 public limited companies with an authorised capital of Rs.469 crores and 1825 private limited companies with an authorised capital of Rs.218 crores.

The highest number of companies, limited by shares, registered during the month were reported from the State of Maharashtra (503) followed by the National Capital Territory of Delhi (331). The States of Tamilnadu (221), Andhra Pradesh (203), Karnataka (159), Gujarat (139) and West Bengal (93) also reported comparatively large number of companies registered during the month. These 7 States together accounted for nearly 83 per cent of the total number of companies registered during the month.
The analysis of new registration by broad Industrial Classification during the month brings out that the highest number of companies were registered under the Industrial Classification "Manufacturing" (694)" followed by "Financing, Insurance, Real Estate and Business Services" (610). The other important Classification under which large number of companies were registered was "Wholesale and Retail trade, Restaurants & Hotels" (264).
One hundred thirtyfive Non-Government companies (each with authorised capital of Rs.50 lakhs or above) were registered during the month of November, 2000 as compared to 159 such companies registered in the previous month and 251 companies registered in November, 1999.
. Six companies have ceased functioning during October, 2000 either by going into liquidation or their names having been struck off under section 560 of the Companies Act.. Out of them, 2 were Public Limited companies and 4 Private Limited. The number of such companies in the previous month was 26. Of the 6 companies, 4 belong to the State of Uttar Pradesh and one each to Kerala and West Bengal. Of the companies which ceased functioning, 3 fall in the group of "Manufacturing" and one each in "Financing, Insurance, Real Estate and Business Services", "Agriculture and " Construction".

DCA ORDERS PROSECUTION AGAINST AHMEDABAD BASED SOFTWARE COMPANY
The Department of Company Affairs (DCA) has ordered prosecution against the directors of Ahmedabad based M/s. Chicago Software Industries Ltd. under Section 209A (8) of the Companies Act, 1956 for their failure to produce the books of accounts for inspection to the authorised official. The penal provisions of the default provide for minimum fine of Rs. 50,000 on each director and also imprisonment of upto one year.
Prosecutions for violation of the provisions of Section 269 (1) of the Companies Act, have also been ordered for failure of the company to appoint a Managing Director/ Whole Time Director/ Manager. The provisions of Section 269 of the Companies Act require a company with paid up capital of Rs. 5 crore and above to have a Managing Director/Whole Time Director/ Manager.
Prosecutions for violation of Section 383-A of the Companies Act have also been ordered for not appointing full time qualified company secretary even though the paid up capital of the company is more than Rs. 50 lakhs. The Department has also ordered prosecution for violating Sections 62 and 63 of the Act for giving untrue statement and projections in the prospectus.
The prosecution orders follow inspection conducted by the DCA under Section 209 A of the Companies Act.

WOMEN SELF HELP GROUPS MAINTAIN A CENT PER CENT LOAN REPAYMENT
RESOURCES WILL NOT BE A CONSTRAINT FOR WOMEN SELF HELP GROUPS: SINHA
The Union Finance Minister, Shri Yashwant Sinha has said that resources will not be allowed to be a constraint in the support and development of women Self Help Groups. He was delivering the key note address at the Asia Pacific Region Micro-credit Summit, organised by the All India Womens Conference, here today.
Speaking on the occasion, Shri Sinha said that efficiency and success of women Self Help Groups (SHGs) has led to a silent revolution in the field of micro-credit. He recalled the election scene during the 1998 general elections when very few women came for election rallies. In a sharp contrast to this, during the general election of 1999, he noticed women attending the political rallies in large numbers, the Minister said. He remarked that this prompted him to pay special attention to women SHGs and entrepreneurs in the last Budget. He said he supported promotion of SHGs because it is observed that groups have a higher rate of success than individuals.
Shri Sinha pointed out that while it took almost 7 years to increase the financing of SHGs from a modest 255 in 1992-93 to about 33,000 by March, 1999, banks have already financed about 0.20 million SHGs bringing an estimated 4 millions very poor families within the fold of formal banking services. More than 85 per cent of them are exclusive women groups and for women SHGs, the repayment record is 100 per cent, he added.
Shri Sinha stressed the need to develop diversified skills among women SHGs so that their members could take up a variety of projects and not merely the traditional jobs like stitching or pickle-making. He also highlighted that proper marketing channels should be developed so that SHGs get best returns for their produce.

THE ADOLESCENT GIRLS DEVELOPMENT SCHEME "KISHORI SHAKTI YOJANA" IS TO BE EXTENDED TO 2000 BLOCKS
The Adolescent Girls Development Scheme called the "Kishori Shakti Yojana" is being extended to cover 2000 blocks in the country. Under this initiative about 13 lakh adolescent girls will benefit. The initiative aims at improving the nutritional and the health status of girls in the age group of 11 to 18 years as also provide the required literacy and numeracy skills through non-formal education. This information was given by the Minister of State for Women and Child Development Smt. Sumitra Mahajan while inaugurating a National Consultative Meet for the Empowerment of Adolescent Girls i.e. Kishori Shakti Yojna, here today.
Underlining the importance of the initiative Smt. Sumitra Mahajan said that the infrastructure of the Integrated Child Development Services (ICDS) will be used for effective implementation of the Yojana. She said the Government is trying to workout a strategy to bring the entire country under the purview of the scheme and make it universal. The yojana is currently under implementation in 507 blocks of the country benefiting about 3.5 lakh adolescent girls, through the Anganwadi Centres both in the rural as well as urban areas, she said.
Elaborating the scheme, Smt. Mahajan said that economic empowerment of women alone will not help much and hence we should aim for the holistic development of the adolescent girl, the stage which is the most eventful for mental, emotional and psychological well-being. The other highlights of the scheme include vocational training, more social exposure, development of decision making capabilities, promotion of awareness about health, hygiene, nutrition and family welfare, home management and child care. Only such steps will make the adolescent girls to become productive and useful members of the society. Smt. Mahajan said that the Centre alone cannot effectively implement the scheme without the cooperation of the State Governments, non-governmental and social organisations and charitable institutions.
The Secretary, Department of Women and Child Development Shri B.K. Chaturvedi in his Presidential remarks said what is more important is sensitisation and awakening among the adolescent girls about the Yojana. The new initiative is primarily aimed at breaking the inter-generational life-cycle of nutritional and gender disadvantage and providing a supportive environment for self-development of adolescent girls, he said. He also spoke of other schemes being launched in this year of Women Empowerment.
Representatives from various States, Government Departments and non-governmental organisations are attending the meeting.
'25' WORKSHOP FOR OPPORTUNITIES IN HIGHWAY SECTOR A three day International Workshop for prospective highway contractors abroad to join in efforts to implement Indias massive National Highways Development Project will be held here from February 5,2001.
Aimed at enlisting international participation in the highway construction sector, the Workshop will provide a forum to clear misgivings and will present the road building scenario in perspective. First-of-its-kind, it will also provide an over-view of the initiatives already undertaken for facilitating smooth working of international contracting industry in terms of repatriation of money, dispute resolution mechanism, system of contract management and implementation besides taxation and such other matters.
NHAI has been mandated to execute four laning programme of National Highways Development Project comprising about 13000 kms. of National Highways within the next 7 years; besides, many of the State Highways will be upgraded within the said period to provide necessary support to the highways system. This will be implemented through large number of contracts of over Rs.200 crores so that state-of-the-art technology and expertise of international standards could be made available from experienced foreign contractors. It is with this background that NHAI, in association with Ministry of Road Transport & Highways, the World Bank and Confederation of Indian Industries(CII) have devised this initiative to provide a forum for international contractors to interact with their Indian counterparts.
The two-day Workshop will deliberate on opportunities available to international contracting industry for working on major highway and bridge construction projects and on the prospects of continued availability of such opportunities to them in the future.
Viewed as an attempt to address the concerns of the international contracting industry about the working environment in India, the Workshop will also focus on ligistics like availability of local technical manpower and road and bridge construction equipment.
In this first-ever-major-initiative of its kind, the NHAI has taken care to involve all important players concerned with the programme, including the World Bank, the Asian Development Bank, the Japan Bank of International Cooperation, as also senior functionaries of the Ministry of Finance and the Planning Commission.
The Programme is jointly sponsored by Ministry of Road Transport & Highways, NHAI, the World Bank and CII and will be inaugurated by Honble Minister of State (Independent Charge) for Road Transport & Highways Major General B.C. Khanduri (Retd). The valedictory address will be delivered by Dr. Montek Singh Ahluwalia, Member, Planning Commission. Other important personalities expected to address the Workshop include Secretary, Ministry of Finance, Shri Ajit Kumar; Secretary, Ministry of Road Transport & Highways Shri Ashoke Joshi; Chairman, NHAI Shri Deepak Dasgupta; Mr. Chris Hoban, Expert from World Bank and Shri Arun Bharatram, President, CII and Shri Ajit Gulabchand, Member, CII.
The Confederation of Indian Industries, who are co-sponsoring the effort and representatives of several major State Governments will be on hand too for valuable interaction.

INTERNATIONAL DOCUMENTARY FILM FESTIVAL BEGINS TOMORROW
The first ever International Film Festival for documentary, short and animation Films (DIFF 2001) in the Capital will be inaugurated here tomorrow. More than 100 films representing the very best of the world documentaries, short fiction and animation from fifteen countries will be screened during the seven day festival, from February 3 to 9, 2001.
The countries, which are participating in this seven-day bonanza, are Australia, China, Canada, Croatia, Denmark, France, Netherlands, India, Israel, Italy, Portugal, Russia, Switzerland, United Kingdom and U.S.A.
Festival being organized by the Films Division, Ministry of I&B includes imaginative packages. Films on the Indian Classical Maestros like Pandit Jasraj, Pandit Bhimsen Joshi, Ustad Amjad Ali Khan, Yamini Krishnamurthy and Mallika Sartabhai, selected films of Loksen Lalvani, student films from Israel , India and Australia and a short fiction film package from France will be screened.
The Festival will open with the Screening of Oscar Award winning Documentary of 1999 One Day In September directed by Arthur Cohn and Kevein McDonald.

NEW FOOT OVER BRIDGE AT NAGDA RAILWAY STATION
The Railway Ministry has sanctioned construction of a new foot over bridge (FOB) at Nagda railway station under DRM Ratlam (MP) of Western Railway at a cost of Rs. 14 lakh. The Minister of Labour Dr. Satyanarayan Jatiya who initiated and vigorously followed up the case has been informed by the Railway Minister Ms. Mamta Banerjee about it. She has further informed that the platform (PF) of down line at Nagda Station is ready for commissioning.

INFLATION RATE BASED ON ALL INDIA CONSUMER PRICE INDEX NUMBER FOR INDUSTRIAL WORKERS FALLS
The rate of inflation, based upon the CPI-IW has increased from 2.74% in November 2000 to 3.48% in December, 2000 . In December, 1999 it was 0.47%.
The All India Consumer Price Index Number for Industrial Workers (CPI-IW), on base 1982-100, for December, 2000 has decreased by 4 point to stand at 446 (four hundred & forty-six) points. The CPI-IW during the corresponding period last year had decreased by 7 points.
The Fall/Rise in index varies from centre to centre. In 52 centres index decreased between 1 to 24 points, in 5 centres it remained constant and in 13 centres it recorded an increase of 1 to 9 points when compared to previous month.
During the month Tiruchirapally centre has experienced the maximum decrease of 24 points mainly on account of decrease in prices of Rice, Vegetables & Fruits and Kerosene Oil, whereas Pondicherry centre has experienced the maximum increase of 9 points mainly on account of increase in prices of Rice, Urd Dal, Fish, Fresh, Vegetable and Fruits, Tea Readymade and Kerosene Oil. Index remained stationary in 5 centres viz Noamun di, Thiruvanthapuram, Balaghat, Bhopal and Chandigarh.

72 TELEPHONE EXCHANGES RESTORED WITH PCO FACILITIES FREE OF COST
MAIN TRUNK AUTOMATIC EXCHANGE AT BHUJ MADE FUNCTIONAL
The restoration and rectification of the telecommunication network being carried out on a war footing has further increased the telecom traffic in the earthquake hit areas of Gujarat. The position of telecom network system in Kutch district has improved with restoration of 72 telephone exchanges out of a total of 147 damaged . 28 more telephone exchanges are expected to be functional by this evening. A number of PCO facilities free of cost have been opened from these exchanges for the use of the public. The Subscriber Trunk Dialling (STD) service is working satisfactorily in all Talukas of the District of Kutch. STD from Bhuj is also now satisfactory. The main trunk automatic exchange at Bhuj has also been made functional.
43 hotlines have been opened connecting important places for immediate communication between the district and state administration for relief and rehabilitation work. 25 Special Task Force teams have been specifically deployed which are working round the clock and are fanning out towards rural areas to restore communication facility. VSAT terminals have also been commissioned for instant communication from the most affected Taluka headquarters.
'45' M.N.E.S. TO SEND SOLAR LANTERNS The Ministry of Non-Conventional Energy Sources is despatching 5,000 Solar Lanterns, 1,000 Community Chulhas and 5,000 Individual Chulhas immediately to the Collector of Bhuj, Gujarat. The value of the first phase of assistance is about Rs. 2.50 crore.
In phase-II, the Ministry will extend all possible help to set up solar home lighting systems and solar heaters when the rehabilitation work starts in the quake-hit area.
In addition, the entire staff of the Ministry would contribute a days wages to the Prime Ministers National Relief Fund as also the staff of Indian Renewable Energy Development Agency, a Public Sector Undertaking under the Ministry. Further, Indian Renewable Energy Development Agency would contribute Rs. 15 lakh to the Prime Ministers National Relief Fund separately.

TWO DAY SEMINAR ON ELECTRIC ENERGY MANAGEMENT IN RAIL SECTOR BEGINS
The Minister of State for Railways, Shri Digvijay Singh has said that a time has come when the Railways should look for various alternatives in sourcing electric energy from reasonably priced sources. Presiding over the inaugural session of the two-day International Seminar on Electric Energy management in Rail Sector, here today, the Minister said that Railways are expected to provide cost effective transport to the common man and also to contribute in the development of far-flung areas. But unfortunately the organisations supplying power to the Railways have been increasing the tariffs rather unreasonably over many years.Shri Digvijay Singh said that Railways have taken some initiative like obtaining direct power supply from central generating agencies but it is looking towards the Ministry of Power which has initiated steps to wards significant reforms in the power sector.
Earlier, inaugurating the Seminar the Minister for Power, Shri Suresh Prabhu appreciated the role played by Railways in the countrys development by providing cheap and affordable commuter and passenger services as also by transporting goods including essential commodities at cheaper rates.He said that in order to help the Railways continue performing this catalytic role, it is necessary that its energy requirements are met at reasonable rates. He assured that the Ministry of Power will extend all cooperation in this regard.
Delivering the key-note address, Shri N.K. Chidambaram, Member Electrical and the Patron of the Institution of Railway Electrical Engineers dwelt on the various initiatives taken by the Indian Railways. He said that Indian Railways are among the first few to boldly adopt the 25 KV AC system and now practically all the modern railway systems in the world operating on 25KV AC. The Indian Railways have already replaced the highly wasteful resistance control method with the tap changer technology for AC locomotives. These are now being upgraded with the latest state-of-the-art three phased technology using induction motors. He said the Indian Railways have also decided to switch over to the three phase technology in the area of suburban and urban commuter traffic for electrical multiple units popularly known as EMUs.
The two-day Seminar has been organised by the Institution of Railway Electrical Engineers of the Indian Railways. It will dwell on various electrification aspects of the Indian Railways including Electricity Pricing & Tariffs, Urban & Suburban Rail Based Transit System,Energy Efficient Rolling Stock, Energy Management in Power Supply Systems and Infrastructure etc. The Seminar will also deliberate on future emerging technologies such as magnetic levitation, linear induction motor and fuel cell technologies.
'23' MINISTRY OF RAILWAYS INVITE ENTRIES FOR LAL BAHADUR SHASTRI AWARDS FOR TECHNICAL WRITING IN HINDI
The Ministry of Railways have invited entries for Lal Bahadur Shastri Technical Writing Awards for books written in Hindi on various technical subjects related to Railways. There will be a total of seven awards. The first award will be of Rs.10,000/-
There will be two second prizers of Rs.5000/- each Similarly, there will be two third prizes and two consolation prizes of Rs.3000/- and Rs.1500/- each respectively. The books submitted as entries for the award should have been written or published during the last three years. WCD ANNOUNCES REHABILITATION MEASURES FOR QUAKE-HIT GUJARAT
The Department of Women and Child Development (WCD), Ministry of Human Resource Development has announced wide ranging measures for rehabilitation of the quake-hit victims of Gujarat. The Integrated Child Development Services (ICDS) is to be universalised in Gujarat by the opening up of 24 additional projects. In the worst affected blocks, 8 in Bhuj, 2 in Sundarnagar, Rajkot, Ahmedabad and 1 in Jamnagar, ready to eat food will be supplied through CARE and the World Food Programme agencies, for the next three months extendable to another three months if required. CARE has also been requested to open offices in Ahmedabad and Bhuj for coordination and they have already initiated the measures. The quantity of ration being supplied has been doubled. Rs. 2000 per Anganwadi has been sanctioned for the purchase of utensils.
Ten working women hostels, 50 short stay homes and 200 more creches are also to be set up in Gujarat. Rs. 50 lakh has been earmarked under The Scheme for Setting up of Employment and Income Generating Training-cum-Production Units for Women (NORAD) and Rs. 20 lakh has been earmarked for sanction under general grants-in-aid.
These steps were announced by the Minister of State for HRD Smt. Sumitra Mahajan after being briefed by a team of the Department of WCD which had toured the quake-hit areas. She will also be touring Gujarat on the 6th and 7th of this month to assess the impact of these schemes. Besides, a nodal officer of the rank of Joint Secretary has been designated to monitor these relief measures on a day-to-day basis.

CBDT INVITES SUGGESTIONS FOR REVISION OF TAX RETURN FORMS
The Central Board of Direct Taxes had constituted a Committee to revise the existing forms of Income-tax Returns, with a view to make them more user-friendly and at the same time to capture data which can be used in formulation of tax policy. The Committee included representatives from FICCI, CII and the Institute of Chartered Accountants of India.
The Committee has since submitted its report to the CBDT, recommending reduction in the number of different forms from ten to eight, and user-friendly formats for the return.
The CBDT is examining the report and has invited comments and suggestions from the public. The new formats suggested have been placed on the Web Site of the Ministry of Finance (http:finmin.nic.in).

Films Division, Ministry of Information and Broadcasting, which is organizing the first ever Delhi International Film Festival for Documentary, Short & Animation Films (DIFF 2001) from February 3-9, 2001 at Siri Fort Auditorium II, have expressed deep concern and anguish for the immense human tragedy in Gujarat.
In order to extend a helping hand to the earthquake victims the organizers have declared that the entire proceeds from the sale of the Main Brochure DIFF 2001 will go to the earthquake relief fund. The authorities appeal to all film lovers to make a fruitful contribution for a noble cause. The Main Brochure is prices at Rs. 50/- per copy.

CONTRACT SIGNING FOR SAKHALIN-1 ON 10TH FEBRUARY IN MOSCOW
"The Government is making concerted efforts to enhance oil security for the country. The two important planks of the strategy of the Government are to increase the quantity and quality of exploratory input in the country on the one hand and to acquire equity oil abroad in identified focus countries through ONGC-Videsh Limited. To give a boost to the domestic exploration 25 blocks including 8 deep water blocks on west coast, 8 shallow water blocks on both west and east coast and 9 on land blocks are on offer under the second of NELP (NELP II) for which bid closing date is March 31. Road shows are being currently organised in the major petroleum investment centres of the world to promote the investment opportunities available under NELP II", stated Shri Ram Naik, Minister of Petroleum & Natural Gas (P&NG). He was addressing the media persons on the eve of departure to Tokyo and Singapore for the Road shows under second round of NELP.At the same time, ONGC-Videsh Limited with the full backing of the Government of India has bagged a substantial stake of 20% in a large oil and gas field in Russia, Sakhalin-1. The contract will be signed in Moscow on February 10 in the presence of Shri Ram Naik, Minister (P&NG). "This is a new landmark in the traditionally friendly Indo-Russian relations and a major milestone in India's quest for oil security through equity oil abroad", observed Shri Naik.
Shri Naik further added, "The contribution of equity oil and gas from Sakhalin-1 project at 2-4 million metric tonne of oil per annum and 8 million cubic metre per day of gas would be equal to the total oil and gas production of ONGC from the States of Andhra Pradesh, Assam and Tamil Nadu. With a proposed investment of Rs. 8,000 crores, it is the largest ever oil and gas project approved by the Government of India as foreign investment. World's oil giant Exxon-Mobil is the operator. ONGC Videsh has also signed a contract for undertaking exploration work in oil rich Iraq for Block No. 8".
To promote NELP blocks, in the first phase of the Oil Mission, a high level Government delegation led by Shri Ram Naik, held first road show in New Delhi on January 10, the second one in London on January 18-19 and third one in Houston on January 22-23.
Shri Ram Naik, is now embarking on the second phase of the promotional road shows to be held in Tokyo on February 5-6 and in Singapore on February 8-9. The road show at Tokyo has been organised keeping in view the presence of number of companies with enormous financial muscle. Singapore is the base of multinational oil companies as well as companies operating in South East Asia and Far East Asia and Australia and New Zealand. The other members of the delegation are Shri E. Ponnuswamy, Minister of State, P&NG, Shri Naresh Narad, Additional Secretary, Dr. Avinash Chandra, Director General of Hydrocarbons, Shri J.M. Mauskar, Joint Secretary (Exploration), Shri B. Bharali, Adviser (Exploration) and Dr. A.R. Sihag, Director (Exploration Contracts).
Shri Naik hoped that recent discoveries by Cairn Energy, U.K. in the Cambay Offshore and by ONGC in the Krishna-Godavari deep waters were early tidings of a major change in perception of prospectivity of Indian basins. The response of companies at earlier road shows was encouraging. A total of 29 companies/organisations participated in the road show at London whereas 61 companies/organisations participated in the road show at Houston. Shell, British Petroleum, British Gas, Premier Oil, Cairn Energy at London and Exxon Mobil, Marathan, Texaco, Philips, Chevron at Houston were some of the major oil companies who participated. RELIEF WORK BY OIL PSUs IN THE WAKE OF GUJARAT EARTHQUAKE
Shri Ram Naik, Minister for Petroleum & Natural Gas informed here today that Oil PSUs have initiated a number of relief measures for providing succour to earthquake victims in Gujarat. He said, a sum of Rs. 40 crore is being contributed by the Oil PSUs towards the Prime Minister's Relief Fund for the benefit of the affected areas in Gujarat. All Oil PSUs have appealed to their employees/dealers/distributors for providing generous contribution towards relief fund. Five villages are being adopted by five Navratna Oil PSUs, namely ONGC, IOCL, GAIL, BPCL and HPCL.Supplies of 20.45 lakh litres of Diesel and 8.62 lakh litres of Kerosene have been made available to the affected areas from 27th January to 1st February, 2001. An additional quota of 450 lakh litres of Kerosene has been approved for distribution in the earthquake-affected areas. This additional allocation is over and above the normal monthly allocation of Kerosene to Gujarat. Direct supplies of Kerosene started in the affected areas from 28th January. Of 60 retail outlets in Kutch, 56 are operating now. Further, all the 13 LPG distributors in Kutch are operating. Sufficient number of loaded-trucks are kept ready at Kandla for despatch.
Oil Industry's three units of Territorial Army have been deployed for relief and restoration work. Further, 271 volunteers/medical assistants have been mobilised.
Following emergency equipments and utility items have been provided by Oil PSUs to assist the Civil Administration in the relief operations.

GOVERNMENT FOR RAPIDLY DEVELOPING HYDRO POWER POTENTIAL
The Minister of State for Power Smt. Jayawanti Mehta has said the government is looking to rapidly develop the nations massive hydro power potential. Smt. Mehta was speaking while delivering the valedictory address at the concluding session of the two-day Conference on " Water Resources Development Irrigation and Hydro Power" here today. The Minister of State said there is opposition from certain quarters to the development of this potential in the country. She asked the delegates at the Conference to raise the popular awareness about the benefits of such dams for development of the economy and raising of living standards. Smt. Mehta exhorted the delegates that forums like this conference should disseminate this awareness through the media.
The Minister emphasised that the governments policy is for developing clean, green, cheap, reliable and sustainable energy, all of which objectives are possible with hydro power. She said cheap power was necessary for development and that the government was concerned about the current mix between hydro and thermal, which is in favour of thermal at 76:24 at present. In addition the country must use all available resources in its development efforts and this makes it necessary for India to use its hydro potential, she added. Concluding her address, Smt. Mehta said hydro power was also needed for maintaining grid stability and reliability.

LATEST POSITION OF POWER REPAIRS IN GUJARAT
Of the 40 66 KV sub-stations damaged in Gujarat following the massive earthquake in the state on January 26th, 28 have been temporarily restored. Similarly of the three 132 KV Stations damaged 2 have been temporarily restored, and one of the two 220 KV Stations has been temporarily restored.
Electricity supply has been restored in 478 out of the 925 villages damaged in the earthquake, and it is expected that over the next three to four days the remaining villages would be given power supply.
The repair and restoration work is being jointly carried out by the engineers of the Gujarat Electricity Board (GEB) and the Central Sector PSUs under the Ministry of Power. This follows the time-bound action plan drawn up following the meeting between the Minister of Power Shri Suresh Prabhu and the Gujarat Minister for Energy Shri Kaushikbhai Patel in Ahmedabad earlier this week. Shri Prabhu had been camping in the state to supervise restoration work in the power sector.

MOS (RD) EXPRESSES DEEP CONCERN ON THE INCIDENT OF WATER ENTERING THE BAGDIGI COLLIERY
Prof. Rita Verma, Minister of State for Rural Development, has expressed her deep concern on the incident of water entering the Bagdigi Colliery of BCCL in Dhanbad, Jharkhand in which reportedly 38 people are trapped. She has expressed her deep concern for the people and has directed the management of the BCCL to leave no stone unturned in their efforts for bringing out the people from the mines. She has also spoken to the Minister of Coal and the Chairman of Coal India Limited and requested them to ensure all efforts towards rescuing the miners trapped inside. She has also directed Chairman Coal India Limited to deploy more pumps & drilling machines for expeditious pumping out and diversion of water from the mine. She has also requested for a high level thorough inquiry into the incident.

EFFORTS ON TO SAVE TRAPPED MINERS
Due to rupture of barrier Bagdigi Mine of Bharat Cooking Coal Ltd. in Lodna area near Dhanbad has been inundated at about 12.15 hrs. today. About 35 to 38 persons are believed to be trapped.
Following the disaster, Control Rooms are being set up in Headquarters of all subsidiary companies. Heavy duty pumps have been rushed to the mine site from BCCL and ECL. Work of installation of pumps have been started on a war footing. Drilling machines are also being used for accessing the trapped miners.
Situation is being monitored round the clock. All-out efforts are being made to save the people trapped underground.
