CALL TO TAP E-COMMERCE TO BOOST INTRA-REGIONAL TRADE

OMAR ABDULLAH INAUGURATES WORKSHOP ON FACILITATING TRADE IN THE SAARC SUB-REGION

   Shri Omar Abdullah, Minister of State for Commerce and Industry, today called upon the SAARC countries to tap the potential of Electronic Commerce and other modern tools of the electronic mode of business in a big way to facilitate trade in the region. Inaugurating the 2-day Workshop on "Facilitating Intra-and-Inter-Sub-regional Trade in the SAARC sub-region", Shri Abdullah noted that the issue of trade facilitation was as much of key concern to SAARC countries and its trade and industry as to the rest of the world and said that modern tools of electronic mode of business had become a pre-requisite with special emphasis on the Internet for the small and medium enterprises (SMEs) in order to become globally competitive. He stressed that the Workshop had great relevance in the context of the SMEs having a strong base in the SAARC region and the need for a greater thrust to trade among the SAARC member nations. "It is our firm belief that the UN/ESCAP is the most suitable international organisation to ensure coordination of activities related to trade facilitation and implementation of any agreed work programme in this region", Shri Abdullah said. The Workshop is being organised by the United Nations Economic and Social Commission for Asia and the Pacific (UN/ESCAP) and the Department of Commerce, Ministry of Commerce and Industry, to operationalise a project titled "Facilitating Intra-and inter-sub-regional trade in the SAARC sub-region" being promoted by SAARC member countries and the UN/ESCAP.

    Shri Abdullah urged the SAARC member countries to simplify and harmonise their trade documents and procedures so as to facilitate trade in goods and services within the SAARC common market. This would reduce the number of documents and copies to a minimum and harmonise the nature of the information to be contained in the documents. Member countries should undertake also to design and standardise their trade documents in accordance with internationally accepted standards and practices, taking into account their possible use in computer and other automatic data programming systems, he said, stressing that the issues of prime concern today relating to facilitation were documentation requirements, administration of imports and exports, automation and use of the information technology, as international trade had changed fundamentally in recent years. Summing up, Shri Abdullah observed that "the key success criteria for facilitation of the movement of goods is transparency, predictability, simplification of procedures, harmonisation and standardisation of procedures, minimum bureaucracy, no delay at national borders, minimum cost and modernised communication i.e., use of Electronic Commerce and Electronic Data Interchange (EDI) tools. The benefits that will accrue from trade facilitation are lower costs for both government and industry, making it easier for small and medium size enterprises to trade internationally and easier for member countries to manage export efficiency, improved revenue returns and more focussed controls etc., once the system has been introduced".

    The Workshop would conclude on Friday, 4th August, 2000, with a closing statement by Shri Prabir Sengupta, Commerce Secretary.

PRODUCTION OF MUSTARD OIL SEED

    Shri Sriram Chauhan, Minister of State for Food and Public Distribution in the Ministry of Consumer Affairs, Food and Public Distribution informed the Rajya Sabha today in a written reply that the total production of mustard oil seeds in the country is 56.7 lakh MT in the year 1999-2000.

    The main producing States of mustard oilseeds are Rajasthan, Uttar Pradesh and Madhya Pradesh. The production of these States are 24.33 lakh MT, 10.87 lakh MT and 7.02 lakh MT respectively.

    After harvesting when the mustard crop arrives in the market, it is purchased by the traders/oil millers at the prevailing market price. Thus, the question of storage of mustard crop does not arise. However, in the case of shortfall in market price of mustard seed below the Minimum Support Price (MSP) NAFED is asked to intervene for market operation and NAFED has enough storage capacity in each State in the country. Alternatively, they also utilitise the storage facility of State Warehousing/Central Warehousing for the purpose.

SUGAR OUTPUT

    The sugar production during the current 1999-2000 season (October-September) is expected to be of the order of 180 lakh tonnes as against last season's production of 155.20 lakh tonnes. Taking into account the last year's carry over stocks of 67.23 lakh tonnes, the total availablity of sugar works out to 247.23 lakh tonnes during the current season against the estimated consumption of 150.84 lakh tonnes. As such, stocks at the end of the season i.e. on September 30, 2000 is expected to be of the order of 96.39 lakh tonnes.

    So far no sugar mills has reported closure or indicated sickness due to higher production/stocks. The Government have taken steps such as reduction in levy obligation from 40per cent to 30 per cent of production, increased the custom duty to 60 per cent together with existing countervailing duty of Rs. 850 per tonne to restrict the inflow of imported sugar, pursuing a policy of encouraging stability and reasonable level of sugar prices in the open market through judicious release of freesale sugar quotas, allowed advance release of freesale sugar to the needy factories, decided to allow export of 10 lakh tonnes of sugar etc. in order to improve the viability of the sugar mills.

FUNCTIONING OF CONSUMER COURTS

    Consumer Courts in the country have so far disposed of 74.3% of the cases filed with them. However, the disposal of cases by the consumer courts is affected by the inadequate infrastructure, frequent adjournments, non-filling up of posts of Presidents/Members in the consumer courts etc. To remove these obstacles, some of the important steps taken by the Central Government are as follows:-

  1. Strengthening of the infrastructure of Consumer Courts for which Central Government has provided one-time grant of Rs. 61.8 crores to supplement the efforts of the State/Union Territories (UTs).
  2. State/UT Governments have been requested to fill up the vacancies of Presidents/Members in the consumer courts in time.
  3. Central Government has written to the State/UT Governments to hold periodical meetings with the Presidents of the Consumer Courts to monitor and expedite the disposal of the cases.
  4. Central Government and the National Commission are regularly monitoring the working of the Consumer Courts.
  5. Central Government conducts training courses for the Members of the Consumer Courts to acquaint them with the provision of the Consumer Protection Act, 1986 and Rules and other relevant legislations.
  6. Amendment of the Consumer Protection Act, 1986 as considered necessary.

SUPERIOR VARIETY OF GRAM

    The scientists of Chowdhary Charan Singh Haryana Agricultural University have developed two varieties of gram (chana) namely, HC1 and HC 3 in the last few years. The HC 3 variety of gram is bold seeded, tolerant to wilt, blight and root rot diseases. It was released in 1999 for cultivation in the state of Haryana.

    Another variety HC 1 is early maturing, tolerant to wilt and root rot diseases. It is suitable for late sown and rainfed conditions. It was released in 1990 for cultivation in the states of Punjab, Haryana, Western Uttar Pradesh and Rajasthan.

    The University has also developed recently a new variety, namely, H-96-99 which is being tested in the Initial Varietal Trial of the All India Coordinated Research Project on gram.

    This was stated by Agriculture Minister Shri Nitish Kumar in a written reply today in Rajya Sabha.

GOVERNMENT DETERMINED TO STRENGTHEN COOPERATIVE SECTOR

    A Scheme for development and promotion of Cooperatives for weaker sections such as Construction Labour, Forest Labour, Rickshaw-Pullers, Washermen, Cobblers, Vendors etc. is in operation, with the objective to organise cooperatives of weaker sections to improve their economic conditions. Like-wise, a scheme for organisation and development of cooperatives exclusively for women aimed at economic betterment with the objective to focus special attention upon the needs of women and providing assistance for taking up economic activities in agro-based commercial/industrial sectors, is also in operation.

    A proposal to revamp the Cooperative Credit Structure is under active consideration of the Government. The concept of Business Development Planning has also been introduced to increase and diversify the business of the cooperative Societies.

    The Cooperative Banks are being encouraged to organise Self Help Groups within the framework of the Cooperative Sector.

    Government has decided to replace the existing Multi-State Cooperative Societies Act, 1984 in order to ensure democratic management and autonomous functioning of the Cooperative Societies coming under the purview of this Act.

    National Policy on cooperatives is also under finalisation in consultation with the State Governments with the objective to facilitate all round development of the Cooperatives and their economic viability and to ensure that they work as autonomous, self reliant and democratically managed institutions.

    This was stated by Agriculture Minister Shri Nitish Kumar in a written reply today in Rajya Sabha.

GRIEVANCES OF FISHERMEN

    The fear that the import of fish will adversely effect the local fishing industry is misplaced. The total import duty on fish, crustaceans etc. has been raised from 21.16 per cent to 44.04 per w.e.f April 1, 2000 and this in itself acts as a deterrent on large scale imports.

    Currently, the import of fish is limited, and is generally meant for processing for re-export. The processing infrastructure available in the country is utilized to the extent of about 20 per cent only, and hence the current import of fish encourages employment generation, and higher export earnings.

    This was stated by Minister of State for Agriculture Dr. Debendra Pradhan in a written reply today in Rajya Sabha.

Dr. C.P. Thakur, calls on the visiting Prime Minister of Nepal

    Union Minister of Health & Family Welfare, Dr. C.P. Thakur has called on the visiting Prime Minister of Nepal Shri Grija Prasad Koirala, here today. Both of them discussed on the recurring floods in the Indo-Nepal rivers such as Koshi, Gandak, Bagmati & Adhwara group of rivers.

    Dr. Thakur has urged the Nepalese Prime Minister for the early construction of the flood control projects being implemented under Indo-Nepal Cooperation within the territory of Nepal. The Health Minister has also urged him for early meeting on this issue.

    Shri G.P. Koirala has extended an invitation to Dr. C.P. Thakur to make a visit to his country along with a delegation of M.Ps from Bihar to have further detailed discussion in this regard.

Dr. G.R. Khatri, selected for IUATLD Public Health, Karel Styblo Prize-2000 for his contribution to the fight against T.B. in India.

    International Union Against Tuberculosis and Lung Disease award committee has chosen Dr. G.R. Khatri, Deputy Director General (Tuberculosis), Directorate General of Health Services in the Union Ministry of Health & Family Welfare for its public health, Karel Styblo Prize for the year 2000 for his contribution to the fight against Tuberculosis in India.

    This prize will be officially presented to him during the World Congress on Lung Health in Florence, Italy (30th August – 3rd September, 2000).

    Dr. Nits Billo, Executive Director of Paris based International Union against Tuberculosis and Lung Disease has intimated the Union Ministry of Health and Family Welfare of Dr. G.R. Khatri’s nomination to this prize.

RAINFALL NORMAL IN THIS SEASON SO FAR

    The Rainfall has been normal and well distributed so far in the ongoing monsoon season. During the second half of the season also the rainfall over the country is expected to be normal as per the long range forecast of the India Meteorological Department.

    In a mid-season review of the southwest monsoon this year, the department said the monsoon covered the entire country by 2nd July, about a fortnight earlier than the normal date. The rainfall during the period 1st June to 31st July was excess to normal in 29 out of 35 meteorological sub-divisions of the country covering 89 per cent area and 72 per cent of the districts.

    The States affected by drought last year i.e. Gujarat, Rajasthan and Haryana have received good rainfall this year. Though there was a two-week delay in the onset of monsoon over Gujarat, the rainfall activity became good after the onset. The rainfall has been deficient over Saurashtra and Kutch, Kerala, Nagaland, Manipur, Mizoram, Tripura and Island Territories.

NPPA REVISES/FIXES PRICES OF 15 FORMULATION PACKS

    The National Pharmaceutical Pricing Authority (NPPA) has revised/fixed the prices of 15 formulation packs on August 1, 2000. Prices have been fixed for the first time in the case of one formulation pack. In the case of 11 packs the prices have been revised downwards on suo-moto basis and decrease ranges from 1.95% to 21.12%. In case of three formulation packs the prices have been revised upward and increase ranges from 4.02 - 10%.

    The ceiling prices for 10 formulation packs have been revised which are exclusive of Excise duty and local taxes. The non-ceiling prices (inclusive of excise duty and exclusive of local taxes) have been fixed in respect of 5 packs. The prices have been fixed/revised in accordance with provisions of the Drugs Price Control Order (DPCO), 1995 and as per the established criteria and guidelines. A copy of the statement showing the existing (where available) and revised prices is given below. The Notifications are available on the NPPA's web-site www.nppaindia.com .

    The formulations for which prices have been revised/fixed are Anti-T.B, Antibiotic, Analgesic and Antibacterial formulations based on bulk drugs Rifampicin, Framycetin Sulphate, Pentazocine, Streptomycin Sulphate with Penicillins and Trimethoprim in combination with other anti-bacterial sulfa drugs.

    The prices fixed/revised would become effective within 15 days from the receipt of the order of the NPPA in this behalf, as per Para 14(1) of DPCO, 1995. Necessary revised price list is to be issued by the manufacturers/importers required under sub paragraph (3) of paragraph 14 of the DPCO, 1995. Accordingly, as per the provision, the revised price list in Form-V of the DPCO is to be furnished by the concerned manufacturer to the government and NPPA, State Drug Control Authorities and distributors, wholesalers and retailers or any other agent.

    The manufacturers are also required to work out the pro-rata prices of different pack sizes as the case may be in terms of S.O. No. 83 (E) dated 27.01.98.

PRESS NOTE

    Government has issued a draft Notification vide G.S.R.647 (E) dated 2.8.2000 proposing amendment of certain provisions of PFA Rules, 1955 regarding use of Natural Flavours and Natural Flavouring substances in tea.

    At present the Natural Flavours and Natural Flavouring Substances obtained by physical process from vegetable raw materials and animal raw materials in their natural State or processed are allowed in Tea and other products.

    By the proposed amendments the Natural Flavours and Natural Flavouring substances obtained from Animal raw material has been proposed to be deleted for use in Tea. Natural Flavours and Natural Flavouring substances obtained exclusively by physical process from the material of vegetable origin either in the natural state or after processing are proposed to be allowed in Tea.

    Objections/ suggestion on the above proposal may please be sent to Secretary, Department of Health within 45 days.

DEADLINE FOR PADDY MILLING IN PUNJAB EXTENDED TO 31ST AUGUST

The Centre has extended the deadline for Paddy Milling in Punjab upto August 31, 2000. This decision was taken by Shri Shanta Kumar, Minister of Consumer Affairs, Food and Public Distribution at a meeting with Shri Madan Mohan Mittal, Food Minister of Punjab who called on him here today. The meeting was attended by Shri P. Shankar, Secretary, Food and Public Distribution besides Senior officials from Food Corporation of India and the Government of Punjab.

    Shri Shanta Kumar also made it clear in the meeting that no more extension will be given for milling paddy for the central pool and no compromise would be made in the quality of rice to be accepted by the FCI for central pool. The Minister was informed that a stock of about 4.7 lakh tonnes of paddy is left with Punjab millers till date. He also requested the Punjab Government to examine the feasibility of making it legally binding on its millers to purchase more paddy so that the levy percentage could be enhanced.

    The Minister reviewed the storage capacity in Punjab and requested FCI to increase its storage arrangements there. He said the centre would be increasing the storage capacity step by step and this year l0 lakh tonnes storage capacity will be constructed in the State.

DR. JOSHI LAUNCHES SHRI NANDA DEVI RAJ YATRA WEBSITE

    The Minister for Human Resource Development Dr. Murli Manohar Joshi launched here today a Website on the Shri Nanda Devi Raaj Yatra. The website 'www.himalayanyatra.com' provides information on the royal pilgrimage covering a distance of 280 kilometers in the Himalayas spread over 19 days. The pilgrimage take one through the picturesque hills upto a height of 17,500 feet.

    Minister of State for Science & Technology Shri Bachi Singh Rawat and Parliament Member Maj. Gen. (Retd.) Bhuvan Chandra Khanduri were present on the occasion.

CHECKING BLACK MARKETING OF TICKETS

    Regular checks are conducted by Commercial department, Vigilance Department and Police against touts and other anti-social elements in reservation offices besides checks in trains to check reservations on fake names. Checks are also conducted against reservation staff and strict disciplinary action is taken against staff found conniving in malpractices in reservation. Railway Protection Force has also been activated to ensure that such elements are driven away from the railway premises including reservation offices. Checks are also conducted on the premises of authorised Travel Agents to see if any irregularities are being committed by them. Campaigns are launched from time to time through various media for educating the general public to desist from purchasing tickets from unauthorised persons.

    The quantities for fodder loaded for Gujrat included Sugarcane which tough not classified as fodder, was sent to that State for drought relief.

DOUBLING OF JALANDHAR-JAMMU RAIL LINE

    The survey report on doubling rail line between Jalandhar and Jammu is being sent to Planning commission for their appraisal. Once this is done, the project will be considered by Expanded Board and thereafter the proposal will be sent for necessary clearance. The work will be started after the clearances become available.

FREE RAILWAY PASSES

    As a measure of economy and austerity, Complimentary Card passes are not being issued by the Railways. However, information regarding Complimentary Cheque passes, issued to meet emergency requirements, is being collected from the Zonal Railways.

    This was stated in Lok Sabha today by the Minister of State for Railways, Shri Digvijay Singh in a written reply to a question by Shri Brij Bhushan Sharan Singh..

    Rules provide for the issue of Cheque Passes (for single journey/to and fro journey) to individuals on medical grounds for major treatment/surgery etc. involving long distance travel, taking into account the financial position of the applicant and the medical need, the Minister added.

SETTING UP OF FREIGHT TERMINALS IN PRIVATE SECTOR

    In order to provide value added service to rail customers and in view of scarcity of resources for funding terminal infrastructure, it has been decided in principle, to invite private parties with sound credentials to set up freight terminals. A proposal has been received from a party to set up such a terminal.

    Container terminals are set up by the Container Corporation of India Ltd.(CONCOR), a Public Sector Unit under the Ministry of Railways. The Government has allowed private parties to set up rail linked container terminals. However, no container terminal under private sector has been set up so far.

RAIL LINK WITH NEPAL

    A Rail link is being provided between Raxaul (India) and Birgunj(Nepal). For this a sum of Rs. 5.12 crores is being provided by Ministry of External Affairs as non-refundable grants.

    The project is targetted to be completed during the current financial year.

IMPORTS BY RAILWAYS

    The Self Load Indicator System has now been indigenised for the cranes being manufactured at Jamalpur Workshop of the Eastern Railway. Informing this in Lok Sabha today, the Minister of State for Railways . Shri Digvijay Singh said that 140 tonnes Diesel Hydraulic Cranes equipped with computerised self load indicator system have been imported on the basis of tender finalised in 1996-97.

    The Minister further added that Railways had placed two orders for procurement of 140 tonnes Accident Relief Cranes. NODAL OFFICERS FOR REVIEW OF RAILWAY PROJECTS

    With a view to bring about closer interaction with the State Governments in the matter of progress of Railway projects in respective States, it has been decided to earmark Nodal Officers of the Railways for each of the States.

    The Nodal Officer would maintain close liaison with the State Governments mainly in respect of : Facilitating better co-ordination between the Indian Railways and the State Governments regarding proper implementation of on-going Railway projects and for developing appropriate proposals for new projects in various States; Enlisting required administrative and other assistance from the State Governments with regard to expeditious completion of sanctioned projects specially in the areas of faster land acquisition; Ensuring participation of the State Governments and funding of rail projects; Developing a co-ordinated approach for arranging funding for ROBs and RUBs and manning/closure of level crossing gates. Facilitating availability of MPLAD funds for manning of level crossings; Co-ordinating security related issues on the Railways with various State Governments; Assisting State Governments in developing and comprehensive inter-modal transport infrastructure.

    Various State Governments have shown increasing involvement in expeditious implementation of Railway projects. With the objective as enlisted above, Nodal Officers from Railways are being appointed and State Governments are being approached to nominate their respective Nodal Officers to interact with the designated Railways Officers for each State.

RESTORATION OF TELECOM SERVICES IN FULL SWING IN THE FLOOD AFFECTED TOWNS OF HIMACHAL PRADESH

SATELLITE PHONES BEING RUSHED TO THE STATE

SHRI RAM VILAS PASWAN IS PERSONALLY MONITORING THE SITUATION

    The restoration and rectification of telecom services is in full swing in Himachal Pradesh. The telecom services were disrupted in Kinnaur and Rampur districts of the state on August 1st, 2000 due to flash floods in Sutlej river. Twenty Four telephone exchanges including those in important towns like Rekong Peo, Karchham, Bhaba Nagar, Tatta Pani and Rampur were affected. The telecom staff of the area took prompt and quick measures to restore connectivity in 13 exchanges by August 2, 2000.

    The Minister of Communications, Shri Ram Vilas Paswan is personally monitoring the situation and has directed the Chief General Manager, Maintenance, New Delhi alongwith the supporting staff to rush to the affected areas to carry out repair work with speed and despatch. He has also directed that four more satellite phones in addition to two already available in Himachal Pradesh should be taken at once to Kinnaur, Tatta Pani and Chowling.

    Shri Paswan has also directed that immediate action should be taken on compassionate grounds in the case of the phone mechanic who was washed away in the flash flood. by giving a job to one of his family members and render financial assistance as prescribed.

SUBSIDY TO CONSUMERS ON LPG CYLINDER

    Shri Santosh Kumar Gangwar, Minister of State for Petroleum & Natural Gas, in a written reply in the Lok Sabha, today informed the House that the production cost of petroleum products cannot be identified separately since all the products are produced jointly. The production cost for any company would include cost of crude oil, processing charges, marketing cost, filling charges, freight, distributors' commission, taxes, other duties, etc. However, the oil companies are paid import parity price for LPG uplifted in bulk. The tariff adjusted import parity refinery gate price for the month of July 2000 has been provisionally fixed at Rs. 14297.98/MT.

    Shri Gangwar further said that as LPG is an essential fuel for domestic consumption, international prices are not being charged for LPG (Domestic) and the same is being subsidised. The current estimated subsidy on LPG (Domestic) cylinder is about Rs. 125 per cylinder. This subsidy is not borne by the producers or the distributors but is borne by the Oil Pool Account.

ROYALTY ON CRUDE OIL

    With a view to evolve a new scheme of royalty on crude oil applicable with effect from 1.4.998, a Committee has been constituted by the Government. Pending introduction of the new Scheme, the provisional rate of royalty fixed from June, 1999 at Rs. 750/- per Metric Tonne (MT), or 20% of well head value of crude oil whichever is less has been re-fixed at Rs. 800/- per MT, with the same stipulation, from January, 2000.

OIL POOL DEFICIT

    The Minister of State for Petroleum & Natural Gas, Shri Santosh Kumar Gangwar, in a written reply in the Lok Sabha, today said that the Oil pool deficit was around of Rs. 6,000 crore as on 31.3.2000. The deficit as on 31.7.2000 is estimated at around Rs. 7500 crore. For the future, it is not possible to estimate the pool position with accuracy because of the following factors which affects the position of the Oil Pool Account.

    1. Materialisation of the quantities of estimated demand
    2. Fluctuation in the international prices of controlled petroleum products which in turn affect the Domestic Tariff Adjusted Import Parity Prices
    3. Fluctuations in the international prices of crude oil and price payable to PSU crude oil producers
    4. Foreign exchange variation in the Indian rupee
    5. Domestic prices of controlled petroleum products

    The Minister further said that with a view to contain the deficit in the oil pool account, the government have taken a number of measures such as moving product prices towards import parity and gradual phasing out of subsidy on petroleum products.

LPG THROUGH PIPELINE IN TAMIL NADU

    The Gas Authority of India Limited (GAIL) proposed to lay a 670 kilo metre long pipeline from Mangalore (Karnataka) to Coimbatore (Tamil Nadu) via Mysore with a connectivity to Bangalore to transport 1.1 million tonnes per annum (MMTPA) of liquefied petroleum gas (LPG) in bulk to the mother bottling plants of the oil companies for further supply in bottles to the consumers. The estimated cost of the project is approximately Rs. 600 crore and the project is expected to be completed within 36 months from the date of its approval.

AUGMENTATION OF BUSINESS BY IOCL AND BPCL

    The Minister for Petroleum & Natural Gas, Shri Ram Naik, informed Lok Sabha in a written reply today that keeping in view the objective of becoming a major diversified, transnational, integrated energy company, the Indian Oil Corporation Limited is identifying, evaluating and developing opportunities in the international market. He said the IOC has taken up the following activities in order to enter the international market and augment its business:-

    • Offering and providing training and consultancy to clients abroad
    • Setting up of various facilities for entering the petroleum sector in Mauritius
    • Entered into franchise agreement for blending and marketing Servo lubes
    • Appointed lube distributors in Nepal and Bangladesh
    • Exploring exploration & production and Liquefied Natural Gas opportunities abroad
    • Exploring joint venture opportunities in the downstream sector including petrochemicals abroad

    About Bharat Petroleum Corporation Limited (BPCL), the Minister informed that BPCL is exploring the modalities of marketing branded lubricants in the SAARC countries starting with Bangladesh. It has already started marketing its lubricants in Nepal and Bhutan. However, the BPCL has no immediate plans to enter the international market in respect of other products.

    Shri Naik further informed the House that at present, the demand of packed LPG (domestic) of the registered consumers is being met, by and large, in full by the Public Sector Oil marketing companies. LPG for domestic use is a controlled product and the interest of Public Sector Oil Companies is not affected in this area by parallel marketeers. However, there is competition from parallel marketeers in bulk and packed (commercial) supply of LPG and Oil marketing companies are competent enough with their vast resources and network to withstand the competition provided by the private sector.

GAS PIPELINE FROM IRAN TO INDIA

    The Minister for Petroleum & Natural Gas, Shri Ram Naik, informed Lok Sabha in a written reply today that the Government of Iran has sent a preliminary proposal to supply natural gas to India through an onland pipeline route passing through Pakistan. An Indo-Iran Joint Committee on Transmission of Gas consisting of representatives of the Governments of Iran and India has been constituted to examine all aspects of the pipeline proposed by the Government of Iran.

    Shri Naik further informed the House that the project is being discussed as a bilateral project between India and Iran.

TAX FREE OIL TO FOREIGN AVIATION COMPANIES

    The Oil Marketing Companies have paid Rs. 505 crore (approximately) to various states towards sales-tax on supplies of Aviation Turbine Fuel (ATF). This information was given by Shri Santosh Kumar Gangwar, Minister of State for Petroleum & Natural Gas, in the Lok Sabha today, in a written reply. The Air Services Agreement signed by the Government with other countries (93 in all) has a provision, on reciprocal basis, either

  1. grant of outright exemption from payment of customs duties, local duties, etc., on ATF and other items uplifted by aircraft of one Contracting State from the territory of the other Contracting country
  2. or

  3. grant of most favoured nation treatment in these matters to the airlines of the Contracting Countries

    Shri Gangwar added that Sales-tax is a State subject. There is no provision to reimburse under-recoveries of sales tax from the oil pool account. Following is the statewise break-up of amount paid towards sales-tax.

PM TO INAUGURATE THE CHIEF MINISTERS’ CONFERENCE ON INTERNAL SECURITY PROBLEMS

    The Prime Minister, Shri Atal Bihari Vajpayee will inaugurate the Conference of Chief Ministers scheduled to be held on 5th August 2000 to discuss the internal security problems of the country.

    The Conference will take an overview of the State of internal security in various parts of the country. Specifically, the Conference is likely to address to the following areas:

Modernising State Law enforcement Machinery for Internal Security Management;

Administration of Criminal Justice

Improvement in Public Delivery & Grievances Redressal System

Need for Central Law for National Security

Introduction of National Identity Cards

Prevention of Terrorism Bill, 2000

    Extension of ceasefire with NSCN(IM) in Nagaland, ceasefire and opening of a dialogue with BLT in Assam and the latest ceasefire and offer of talks with Hizbul Mujahideen in Jammu & Kashmir are also likely to figure in the discussions.

    A meeting of State Chief Secretaries, Home Secretaries and Directors General of Police was held on 28th June, 2000 to prepare and fine-tune the inputs for the Conference of Chief Ministers.

    Being State subjects, ‘Public order’ and ‘police’ are the exclusive responsibilities of the State Governments. However, of late, with the militancy and extremism affecting different parts of the country and increasing dependence of the State Governments on the Central assistance in this regard, the need for a collective approach in the management of internal security is being increasingly felt. The Conference of the Chief Ministers is a step in this direction.

    Besides the Union Home Minister, Shri L.K. Advani and the Ministers of State for Home Affairs, Shri Ch. Vidyasagar Rao and Shri I.D. Swami; Finance Minister, Shri Yashwant Sinha; Defence Minister; Shri George Fernandes; and Deputy Chairman Planning Commission, Shri K.C. Pant are expected to attend the Conference.

TASK FORCE ON HUMAN RESOURCE DEVELOPMENT IN I.T. CONSTITUTED

    The Government has decided to constitute a Task Force on Human Resource Development in Information Technology (IT). The Prime Minister had announced the formation of such a Task Force in his address to the National Conference of IT Ministers on July 15.

    Minister, Human Resource Development will be the Chairman of the Task Force. Finance Minister; Minister, Information Technology; Chief Minister, Andhra Pradesh; Chief Minister, Karnataka; Chief Minister, Madhya Pradesh; Chief Minister, Uttar Pradesh and Director, Indian Institute of Technology, Delhi will be the members of the Task Force. Secretary, Department of Secondary and Higher Education will be the Member Secretary.

    Secretary, Department of Scientific and Industrial Research; Secretary, Ministry of Information Technology; Secretary, Department of Telecommunications; Secretary, Department of Expenditure will be associated with Task Force as permanent special invitees. The Task Force may co-opt or invite appropriate persons for its meetings with the permission of the Chairman.

    The main objective of the Task Force is to prepare a long-term strategy for Human Resource Development in IT. Accordingly, the terms of reference of the Task Force shall be as follows :

    1. To draw up a plan to optimally use the existing infrastructure of the IITs, RECs, other engineering colleges and educational institutions to double their student intake in IT from next academic year and triple it in the next two years.
    2. To make recommendations regarding the modalities for achieving mutually beneficial cooperation between educational institutions in IT in the formal sector and those in the private sector.
    3. To suggest measures necessary for ensuring that good quality IT education does not remain a preserve of the rich and the English educated and is also available to students from poor and rural families, specially those from the Scheduled Castes, Scheduled Tribes and OBCs.
    4. To suggest measures necessary to improve teaching of non-IT subjects by using computers and internet for all students.

    The Task Force may also be assigned such other functions as may be found necessary from time to time.

    The Task Force shall submit its interim report on the first item of terms of reference within one month and its final report on remaining terms of reference within three months.

    The Task Force will be serviced by Department of Secondary and Higher Education. The Ministry of Information Technology will render all necessary assistance to the Task Force.

NEW AMBASSADOR OF CHILE’S PRESENTS CREDENTIALS TO THE PRESIDENT

    His Excellency Mr. Manuel Cardenas Aguirre, the Ambassador-designate of Chile, presented his credentials to the President, Shri K.R. Narayanan, at Rashtrapati Bhavan, here today.

    Receiving the credential, the President said that the relations between India and Chile are cordial and friendly. "We are also engaged in close collaboration in various international fora in the cause of world peace and development. It is a matter of great satisfaction to me that both the countries are keen to strengthen and diversify their already existing cooperative relationship", he said.

    The President further noted that people in India have watched with growing admiration Chile’s triumphant transition to democracy and the remarkable success that country has had in the economic arena. "It is this recognition of your achievements that has led to expressing our intention to sign a Free Trade Agreement with Chile. Also, only last week, as many as eighty-seven Indian companies participated in a week-long "EXPOINDIA 2000" exhibition in Santiago. It is hoped that this interaction between the private sectors of the two countries would lead to substantial increase in bilateral trade and investment", he said,

    Referring to the important role that Chile has been playing in major regional economic groupings, Shri Narayanan said: "You are already a member of APEC and are likely to become a full member of MERCOSUR in the near future. We in India recognize the growing importance of Latin America in international affairs and would like to seek your assistance in developing institutional linkages with major economic groupings in the region. There are a number of areas such as information technology, biotechnology, pharmaceuticals, etc., where Indians have reached global standards. Chile, too, has a highly trained and motivated work force and rich natural resources that form the basis of its economic prowess. We look forward to cooperation between our two countries to harness resources in such a way that both the countries can benefit".

    The President conveyed his most cordial greetings and very best wishes to His Excellency Mr. Ricardo Lagos Escobar, the President of Chile and for the progress and prosperity of the people of Chile. NEW AMBASSADOR OF REPUBLIC OF FRANCE PRESENTS CREDENTIALS TO THE PRESIDENT

    The Ambassador-designate of the Republic of France, His Excellency Mr. Bernard de Faubournet de Montferrand, presented his credentials to the President, Shri K.R. Narayanan, at Rashtrapati Bhavan, here today.

    Welcoming the new Ambassador the President said: "We are particularly happy that our warm and unique relationship with France has been characterised by a new dynamism in recent years. We recall with pleasure, the visits to India by your President, first as Prime Minister of France in 1976 and subsequently as President in January 1998, as Chief Guest at our Republic Day celebrations. Our Prime Minister’s visit to France in September 1998 provided an opportunity to both countries to impart further depth to our relationship. My own visit to your great country was a most rewarding experience which provided us with the opportunity to reiterate our commitment to enriching our friendship, in a spirit of mutual understanding and co-operation. We look forward to receiving Prime Minister Lionel Jospin, in the near future in order that we may consolidate our linkages even further".

    The President further stated: "Our belief in the need for an equitable and participatory world order, leads us to seek the restructuring and strengthening of the United Nations so as to make it more representative, credible and effective. Our candidature for a permanent seat in the United Nations Security Council, is a logical and legitimate corollary of this requirement. We have been very encouraged by the consistent support which we have received from France, at the highest levels, for our permanent candidature to the UN Security Council".

    Referring to fundamentalism and international terrorism which posed another challenge to "our mutual desire for ensuring peace and stability in our respective regions", Shri Narayanan said "We appreciate the support which we have received most recently from the European Union, and also from France in our efforts to combat this menace. We would also welcome the support of France for our draft Convention for Combating International Terrorism which will be discussed at the UN General Assembly in September this year".

    The French Ambassador, while presenting the credentials delivered a special message from H.E. Jacques Chirac, President of France expressing sympathies over the killing of people, what he described as an ordeal, in Jammu & Kashmir. In his letter, in the name of French Republic and as the President of the Council of the European Union, President Chirac said: "I wish to express to you my emotion and condolences after the murderous attacks during which more than a hundred people died yesterday, in the province of Jammu & Kashmir. Such acts, particularly hitting pilgrims on their way to one of the major religious places of this province, are unacceptable and reprehensive. They are all the more so since they are taking place at a time when prospects of dialogue are opening up. Please accept, Mr. President, my sympathy in this ordeal."

    The President, Shri Narayanan, wished the new Ambassador a successful and pleasant tenure in India and assured him of the fullest cooperation of the Indian Government in the performance of his duties.

NEW AMBASSADOR OF REPUBLIC OF PERU PRESENTS CREDENTIALS TO THE PRESIDENT

    The Ambassador-designate of the Republic of Peru, His Excellency Mr. Luis Rodomiro Hernandez-Ortiz, presented his credentials to the President, Shri K.R. Narayanan, at Rashtrapati Bhavan, here today.

    Welcoming the new Ambassador, the President said that the relations between India and Peru have traditionally been marked by friendship and understanding. "Our two countries have cooperated with each other both bilaterally and at various multilateral fora. It is a matter of great satisfaction that both our countries are keen on cementing and diversifying our existing cooperative relationship. I have no doubt that Peru and India can assist each other in a variety of ways to make our participation in the world market effective and to ensure that the benefits from the advances in science and technology are equitably distributed among our citizens", he said.

    Stating that the new Ambassador was assuming charge at a historic moment coinciding with the assumption of charge by the new government in Peru, Shri Narayanan said that H.E. President Alberto Fujimori has been a dear friend and "we all fondly remember his state visit to India in May 1997". During the visit my wife and I were particularly touched by the warm welcome accorded to us and to our delegation by the friendly people of Peru. The two visits led to the signing of wide-ranging cooperation agreements between our countries and I sincerely hope that the two governments would continue to build on the understandings reached through these agreements".

    The President further noted: "My government recognizes that globalisation is emerging as a major determinant in international relations. We can no longer claim that geographical distance keeps us apart, when economic globalisation is making us more and more interdependent. In this context, Peru and India need to work in concert to advance our mutual bilateral, regional and multilateral interests. While much has been achieved, clearly much still remains to be done. We have obvious and shared interests as developing countries; it is accordingly necessary to maintain a regular dialogue on issues such as the WTO, UN reforms, environmental issues, drug-trafficking and terrorism".

    The President conveyed his most cordial greetings and best wishes to His Excellency President Alberto Fujimori for the progress and prosperity of the people of Peru. The President also assured the new Ambassador full co-operation of the Government of India in the discharge of his duties in India and wished him success and personal happiness during his tenure in India.

NEW AMBASSADOR OF SWEDEN PRESENTS CREDENTIALS TO THE PRESIDENT

    His Excellency Mr. Johan Nordenfelt, the Ambassador-designate of Sweden, presented his credentials to the President, Shri K.R. Narayanan, at Rashtrapati Bhavan, here today.

    Welcoming the new Ambassador, the President said that the friendly relations between India and Sweden have been characterised by mutually beneficial cooperation. "We recall with pleasure the visit of Their Majesties the King and Queen of Sweden, accompanied by an important business delegation, to India in October 1993. We look forward to maintaining the tradition of exchanging high level visits between our two countries", the President said.

    The President further noted that the economic relationship which existed between India and Sweden was important and merited facilitation by both the Governments. "We are aware of the potential which exists for augmentation of bilateral cooperation given Swedish expertise in various high-technology fields and our own requirements for foreign investment. We are happy that an Agreement on the Promotion and Protection of Investments has recently been signed by our two countries and look forward to enhanced Swedish investment in India, particularly in the area of infrastructure development", he said.

    Referring to Sweden set to occupy the Presidency of the European Union in the first half of 2001, the President noted that the European Union was India’s largest trading partner, a significant source of foreign direct investment and an important interlocutor on multilateral issues of global concern. "We look forward to working together on the blueprint provided by the India-EU Summit Joint Declaration of 28 June 2000 for upgrading the relationship to a qualitatively higher level. We have no doubt that the coming years will see a new strategic partnership between India and the European Union based on shared values and aspirations and characterised by enhanced and multi-faceted cooperation", he said.

    The President, Shri Narayanan, wished the new Ambassador a successful tenure in India and assured him of the fullest co-operation of the Indian Government in the performance of his duties.

CHIEF MINISTER SIKKIM CALLS ON ADVANI

    Shri P.K. Chamling, Chief Minister, Sikkim met the Union Home Minister, Shri L.K. Advani, here today. During the discussions, Chief Minister, Sikkim requested the Union Home Minister that a ten seater Bell 412 Helicopter may be provided to the State Government for the helicopter service between Bagdogra and Gangtok in lieu of the existing 5-seater helicopter. The Union Home Minister stated that the request would be considered positively.

    The Chief Minister, Sikkim also urged for the early inclusion of Limboo and Tamang communities of Sikkim in the list of Scheduled Tribes. It was noted that the request was being examined by the Central Government for consideration.

    The Chief Minister, Sikkim also urged upon the Union Home Minister to permit the 17th Karmapa who is presently stationed in Dharamsala to visit the Rumtek Dharma Chakra Centre in Sikkim, the original seat of the 16th Karmapa in India. Union Home Minister stated that the matter was being examined by the Government of India.

ANNUAL TURN OVER FROM MINOR FOREST PRODUCE IN ORISSA CAN EXCEED THE TURN OVER OF THE PUBLIC SECTOR UNDERTAKINGS LIKE, SAIL OR COAL INDIA, IF PROCESSED AND MARKETED PROPERLY - SHRI JUAL ORAM

    Marking the occasion of 13th Foundation Day of Tribal Cooperative Marketing Development Federation of India (TRIFED),Union Minister for Tribal Affairs, Shri Jual Oram said that Minor Forest Produce is the main stay of Tribal people living in forest and fringe area all over the country. He emphasized on the commercial operations towards marketing of minor forest produce. As the livelihood of these Tribal people is dependent upon Minor Forest Produce over the years, he laid stress on the sell and procurement of MFPs through TRIFED. He further told that TRIFED has already succeeded in securing a record procurement of MFP worth Rs. 42 crores of which the MFP component stands at Rs. 17.20 crores during the financial year 2000-2001, which is the highest ever procurement achieved since its inception.

    Shri Oram emphasized to ensure remunerative prices for Tribal produce and best price for their processed products. He spoke that TRIFED has been making efforts with State Governments to empower Panchayats at the grassroot level for collection and marketing of MFPs. He categorically said that the Government of Orissa has taken a historic decision in the current financial year for handing over the procurement and marketing of forest produce to the Panchayats.. He analysed and corroborated the fact that the Annual Turn over from MFPs listed in Orissa can exceed the turn over of the Public Sector Undertakings (PSUs) like SAIL or Coal India, provided they are properly processed and marketed. It has got an abundant market both in the country and outside, he reiterated.

    TRIFED is a canalising agent for Gum Karaya and Niger Seed and registering authority for lac as nominated by Government of India. During the year 1998-99 and 199-2000, TRIFED has aggresively undertaken procurement and stepped up export efforts. In an effort to boost the exports and to recognise the services of the Associate shippers, the Minister presented Export Excellence Awards to its associate shippers, Laxmi Enterprises of Mumbai and D. K. Enterprises of Hyderabad for Exports of Gum Karaya and for exports of lac the awards were presented to Shri Sitaram Saraf and Parwati Lakh Udyog, Calcutta here today.

    Dr. N. Ramji, Managing Director, TRIFED spoke on the objectives of the TRIFED and presentation of such Excellence Awards for export. He spoke that TRIFED can contribute to the growth and fair pricing to the Tribal collectors for their MFPs for sustainable development. Shri S.K.Naik, Secretary, Union Tribal Affairs Ministry lauded the efforts made by TRIFED for bagging export orders and suggested measures to facilitate proper marketing without exploitation of Tribal collectors. Shri K.P.Rao, Additional Managing Director, TRIFED gave a resume of the discussions besides exhorting on the staff to register better achievement in future.

    Union Minister for Tribal Affairs, Shri Jual Oram cleared the doubts and answered many questions raised by the press, while meeting them separately after the function.
